nope and neither do you - while Citadel did make some 25mm stuff in the early days it was long before Warhammer (some later licences ranges where produced at 25mm but not Warhammer)

Are you sure about that? I seem very much to recall they were marketed as 25mm, then changed to 28mm later on. Could be fuzzy memory, but would be interested to see evidence either way.

Like I said Citadel did produce some 25mm ranges, but most of them were pre-warhammer apart from a few licences ranges - the beginning of the Warhammer period 1983/4 saw the slotter-base introduced, any 25mm Citadel miniature you'll find are pre-slotter or from a licensed range.
However due to 'scale creep' you'll find early slotter based miniatures will look a little small compared to newer Warhammer miniatures and be closer to the 28mm end of the 28/30mm scale range warhammer operates at (If you enjoy pedantics also note that for a short period Citadel's imprint Marauder Miniatures were making what were labelled 'Warhammer' miniatures especially designed for the game)
