Yea they're not canon but I've used them as a base just because people might be familiar with them and used to the values. There are a lot of problems with the rules, they're incomplete as you say (I assume all terminators plus the scout commander and heavy bolter are worth 10 and scouts with bolt pistols are worth 5, ork commander and heavy weapon 10, others 5, points is something I need to add to my rules), the weapons and armour have different values depending on whose using them (which I really don't like, that's why I renamed the commander's bolt pistol to bolt gun) and the standard squads aren't particularly compatible with the terminator and scout squad rules.

That's why I wanted to make some terminator and scout specific squads. I brought down the commander's stats to make the equipment consistent and used equipment cards to give them back their increased values. I left out the librarians so that all squads could have psychers, luckily there's cyclone rocket launchers to replace them (better equivalent to the tarantula anyway).
