Hello,
in the 40k universe, the storm bolter has 2 features:
- high rate of fire (similar to the assault cannon);
- same strenght and piercing as a bolter.

So, my termies with a storm bolter throw 2 white dice and use the same rule of the assault cannon.

I think that a sister of battle can use this rule with no other handicaps (i.e. movement reduction) or bonuses (i.e. improved hand to hand).
