No, none of the rules are tested. The only time I play the game now days is LurchBricks excellent cpu version. I'm hoping he'll get round to adding my stuff eventually.
I'm quite good at judging balance I think so there shouldn't be too many issues. The aspect warriors are powerful but so are the standard eldar, the aspect warriors were designed to be on par with them. Eldar do have some disadvantages though, they have to start from stratch if the exarch dies because they don't get honour badges, the have the eldar event cards to worry about, they start from scratch if the exarch reaches the top rank and gets promoted and they have less time to complete the mission than the other squads. The aspect warriors get all that plus weaker order and exarch cards and the standard events affect them as well as the eldar ones to compensate for their shear awesomeness.
The gray knights might still be a bit overpowered (I've recently nurfed them), I'll change the nemesis weapons so they only allow the +1R&1W with if they're attacking if I think they need more downgrading, that will make them quite a bit more fragile.
If you meant specifically the ogryns, they should go down fairly quickly even with 4LP because of there 1AV. The bullgryns are a different story but they only get one unless it's mission dreadnought, then they need to make up for not having a tarantula.
