To my knowledge there's not a standard. But I reckon ½" = 5ft would probably end up looking about equivalent to 1" for 28mm models. However the size of basing for 15mm figures tends to be a little proportionally larger (Most I've seen end up bases about 0.8" in diameter or thereabouts) so sizing of squares might have to be a little different to accommodate that.
