That's pretty much exactly the rules my group use for chain fists once we'd finished play-testing our Terminator Equipment cards. In our cases it's a card that lets you swap out the power fist on one of your terminators for a chain-fist although I do like the idea of it being an upgrade for all your basic terminators if you're using Blood Angels

I think it's also worth noting here that until quite recently a chain-fist was not a power-fist with a chainsaw-blade nailed to it, but an entirely different chainsaw attachment that fitted over the terminator's arm in place of the power-fist (check out 1st and 2nd edition Space Hulk and 40k from the same period) To be more authentic with the original Space Crusade terminator rules in WD134 we based our rules on that and used the artwork from the same period (not least because the artwork in matches that in WD134) but we came out with the same rules in the end, although we justified them slightly differently
