There seems to be a lot of mis-communication here

Space Crusade was called StarQuest in Netherlands, Italy and Germany, not because of translation but to more closely associate it with HeroQuest which was already a big hit in Europe.

This picture is of the original prototype, but with the Dutch rule books.
How do I know? because the Dutch version was released in 1990 around the same time as the English version, it was the first translation to carry the name StarQuest (Italian and German translations didn't come out until 1992) and thus the Dutch version was translated before the artwork for the released version was finalized.
Pictures of the original prototype were however used in a lot of promotional material, probably due to the fact MB began putting together the promotional material before GW had finished work on the game.

Here's later promotional picture used in Europe in which you can see the finalized artwork on the board and cards, but a mock-up of the box with altered artwork, the figures appear to be the plastics, but it's hard to tell because of the size of the picture. (also note what appear to be yellow blip tokens in the bottom right corner)
