Everything is based on the target of your market.
If you want 14y old guy to compete in tournaments... well you need right rules for that.. all must be random, and the 8th edition seems to confirm that... random movement on charges...
At the end seems the 14y old guy are the one spending more money on WHFB....
things seems a little different in 40k, but I don't know that too much...
