Painting Question

Now in theory this is a basic painting question, but since there isn't a forum for that (I don't think) so I'm putting it here.

I've just got hold of some Gutter Runners for my Skaven team, however they are already painted and one looks as though the paint was applied with a roller!  What's the best way to remove the original paint rather than just painting over the old paint and loosing detail?
