What you've reminded me of here is a project I was toying with around in 2002. The idea was to have an alternative setting for the GorkaMorkA rules.
The setting: Logans World (as detailed in Rogue Trader) a desert planet isolate from the Imperium by the warp storms surrounding the Eye of Terror.
Gangs would include Helsreach Street Punks, Mine-Bus Gangs, Ork Slavers, Mutant Freedom Fighters and Hill Bandits, all fighting for mining territory. Mercenary Warriors (including Ogryns and Squats!) would also be available for all gangs to hire and there would be rules for 2 additional vehicle types: Walkers and Skimmers (which included Jet Bikes!).
Forts became mines (which they kinda were anyway), Helsreach Trading-posts worked the same way as Mek Town and Ore replaced Scrap as the commodity everyone was fighting over.
