The way I see it, the weapons on a Tarantula are considered twin-linked because they are mounted on the same axis and thus have to be aimed at the same target and the fireing mechanisums are linked so they have to be fired at the same time.

as for a figure with a pistol in each hand, well it's not really twin-linked, but I don't think there needs to be a penalty for firing a second weapon unless it's at a diffrent target that is in a tottaly diffrent direction, but thats more in the realm of Necromunda type rules, I think the thing to remeber here is that 40k is alot more simpilfied than it used to be, so these kind of rules are used to cover a wide number of situations
