Necrons slow and perposeful i agree for standard troops.

L Raider should be able to shoot at what it wants, even a predater tank.

If a Lemon russ does not fire Its battle cannon then all weapons should be able to fire at whats in their Fireing arks and move.

Night fighting

when night fighting sp marines, eldar, Tau and necrons should be able to see in the dark.

Im guard can have a set of Night vison goggles for cammanders in the command squads, storm troopers, and vet squad have them as standard. vet sgts can say get them for 3 points then he fires in the enemy dirrection and the rest of the squad fire only hitting on 6s. or even fire where the auspex indicates enemy troops.  Snipers can have them for a point per gat.
