I've always painted models then added flock and slate and whatnot right before I seal the figure. I'm not to fond on basing that is to detailed, tends to draw attention away from the figure in my opinion.

I removed the original right pad and replaced that arm, so there's been some gap filling, and the U on that pad is one I've sculpted too.  Cutting away the left pad so he was aiming his pistol was the most difficult thing though, trying not to damage it or the torso was tricky with my blunt old razorsaw.
