This is Ratman Champion that I think was originally made by Heartbreaker Miniatures, I purchased it from Ral Partha Europe a year or so back, but it doesn’t seem to be available at the moment.
This model is going to be used as a Skaven Champion of Clan Skryre and will (hopefully) soon be joined by the Doom Wheel, Doom Flayer and a mechanical Rat Ogre conversion that I have waiting to be put together.
It might surprise you to learn that this model isn't a conversion, the only work I did on it was to cut and re-shape the end of the blade he's carrying to match the swords the rest of my Skaven tend to be armed with – other than that it's completely stock (yes - even the big mechanical claw!)

Apart from the 'power claw' the main thing I like about this model is that the face is a lot more detailed than you get on GW Skaven, the ears look like real rat's ears and there's those little whisker-hole details on the snout

He's painted in the pretty much standard way I paint all my Skaven, MP's Primer Black undercoat, dry brush Scorched Brown (or Dark Flesh), Vermin Brown (or bestial Brown), Snake Bite Leather and then Bubonic brown. Hands, feet, tail, face, ears and any other bits of bare skin are picked out in either Dwarf Flesh and then highlighted with mixture if Dwarf Flesh and Elf Flesh – or – Bronzed Flesh and then a mixture of Bronzed Flesh and Elf Flesh. Teeth and claws are picked out in Bubonic Brown followed by Bleached Bone for that slightly yellowed rat-teeth look. This guy also got an extra highlight of Codex Grey and Fortress Grey on his fur.
I painted the stylised skulls on his armour Mecrite Red, highlighted up through Red Gore and Blood Red mixtures to pure Blood Red – normally you'd see this sort of thing painted in bone colours, but I wanted the 'real' rat-skull on his belt to stand out (Plus I normally paint some of the cloth on my Skaven red for coherence among the troops and this guy doesn’t have a scrap of cloth on him).  
The claw was probably the most fun bit to paint, I think I used every metallic colour I have (bar Mithril Silver and a few Red and Blue ones that I've never used anyway) and a number of washes to get the effect. The tubes and valves were picked out in Dark Angel's Green, highlighted Snot Green and Goblin Green and given a coat of Green Glaze.

I was oddly impressed by the details you've gone for. Simple bits like the skin/ fur colours. It's the first time I've paid attention to anyone actually doing them both in different colours.

He didn't have to use the dagger, he had a beautifully poisoned arrow of certain doom >:D

Lovely model with a great paint job. Glad you've got around to finishing this guy, one of RalPartha's best figures I think. Not looking forward to seeing how many WCD that powerfist gets!

Correct me if I'm wrong but didn't they have some ex-GW sculptors working for them?

As I recall their minis were closer to 25mm than 30mm Heroic.

yea most of the Heartbreaker miniatures were sculpted by Kev Adams, Phil Lewis, Chaz Elliot and Tim Prow.
I believe this is a  Tim Prow piece

Heartbreaker was also somehow involved with Target Games who made Mutant Chronicles/Warzone and Chronopia.
Chronopia and Warzone miniatures were also until recently available from Ral Partha Europe and the blister packs of the Chronopia miniatures I purchased last year bore the Heartbreaker logo

This particular model is slightly larger and much more up-right than the Citadel Skaven miniatures, in build he's about the same an Advanced HeroQuest Skaven (but the model is taller due to being stood more upright) - judging by this I'd say they are the same 28/30mm scale as Warhammer - I'll see about taking some pictures of him alongside some of my other Skaven minis for size comparison

Here's the rules I used him with in Quest last Saturday

Skaven Champion with Machine Claw (Skaven, Elite, Special, Construct)

Move 10"
Attack: 3WCD (Sword) or 5WCD Knock back, Magical (Machine Claw)
Defend: 4WCD
Body: 9
Will: 4

+Special Rules+
Part Construct: Spell effect ect that effect Constructs will effect the Machine Claw only, if the Machine Claw is disabled (permanently or temporarily) the Skaven Champion may continue to attack using it's Sword and looses 4 Body Points (down to a minimum of 1) - if the Machine Claw is disabled temporarily the Skaven Champion regains the lost 4 Body Points once the Machine Claw is functioning again
Poisioned Wind Globe: the Skaven Champion carries a single Poisioned Wind Globe (Special Equipment, Skaven Only)

YA git.. I spent ages looking around the room trying to work out if you'd planned some kind of rube goldberg device..

Actually I don't think any of you had anything that could effect constructs ... the "thing no one [had] thought of" was running away, you didn't need to kill the Skaven Champion to complete the quest, just report back on whether you could find the missing Dwarfs
